India hands over UNLAD Farmers’ Training Center in Dolores, Quezon
under Quick Impact Projects Scheme

Ambassador of India to the Philippines Shri Harsh K. Jain handed over the newly constructed UNLAD Farmers’ Training Center to Hon. Orlan A. Calayag, Mayor of the Municipality of Dolores, Quezon on 12 October 2026. The facility was developed under the India–Philippines Quick Impact Projects (QIP) framework, which supports community-level socio-economic development initiatives across the Philippines.

Constructed by the Municipality of Dolores with a grant of PHP 2.8 million from the Government of India, the center will provide a dedicated venue for farmers’ training, capacity building and community activities.

Speaking at the ceremony, Ambassador Jain expressed confidence that the center would become a valuable resource for the farming community of Dolores, where farmers can learn from experts, exchange experiences, adopt innovative practices and explore new opportunities for their livelihoods.

In her welcome remarks, Hon. Vinnette Alcala-Naca, Board Member representing the Second District of Quezon, highlighted that the facility is expected to benefit 3,680 farmers, providing them with opportunities for learning, growth and skills development.

Mayor Orlan A. Calayag expressed his appreciation to the Government of India for its support, noting the potential of the facility to contribute to community development and improve the lives of the people of Dolores.

The ceremony was attended by officials of the Department of the Interior and Local Government (DILG), representatives of the provincial and municipal governments, members of the Sangguniang Bayan and members of the local community.

The UNLAD Farmers’ Training Center is the fifth of six Quick Impact Projects under the first cycle of Indian Grant Assistance being implemented in the Philippines under the bilateral Agreement on the Implementation of Quick Impact Projects, signed in February 2023.

The QIP initiative is aligned with the Plan of Action for the India–Philippines Strategic Partnership for 2025–2029, signed during the State Visit of President Ferdinand R. Marcos Jr. to India in August 2025. India looks forward to further strengthening its development partnership with the Philippines through the next cycle of Quick Impact Projects, currently under consideration by the two sides.
