Signing Ceremony of the Memoranda of Agreements (MOAs) regarding the Indian Grant Assistance for implementation of Six Quick Impact Projects (QIPs) 


Marking a significant milestone, Six (6) Memoranda of Agreements (MOAs) concerning Indian Grant Assistance for implementation of Quick Impact Projects (QIP) were signed by Dr. Sadre Alam, Charge d' Affaires, Embassy of India, Manila, and Hon. Benjamin C. Abalos, Jr. Secretary, Department of the Interior and Local Government (DILG) of the Philippines, at Camp Crame - Philippine National Police (PNP) Headquarters, Quezon City on 15 July 2024.

individual MOAs with the 6 Local Mayors of the recipient LGUs.


The Six (6) jointly identified QIPs are located in the Local Government Units (LGUs) of Cervantes (Ilocos Sur), Basco (Batanes), Dolores (Quezon), Numancia (Aklan), Bobon (Northern Samar), & Bacolod (Lanao Del Norte), and will have a total outlay of Php 16 million (USD 300,000 approx.). The 6 projects are in the categories of Agriculture, Disaster Risk Reduction and Management, Healthcare, & Livelihood Support. The details of the projects are as follow:

 
Background: The Bilateral Agreement regarding the Indian Grant Assistance for implementation of Quick Impact Projects (QIP) was signed by the Governments of India and the Philippines on 07, February 2023 and came into force on 26 June 2023. The Agreement provides an enabling framework for facilitating Indian grant assistance to implement small projects for socio-economic development in the Philippines, which would include, but not be limited to, creation or improvement of both social infrastructure (such as education, health, sanitation, community development etc.) and physical infrastructure (such as roads, local community centres etc). Each project with a value of up to US $ 50,000, would be focused in implementation and quick in creating beneficial impact on the local communities in different provinces/cities across the Philippines.

The ceremonial signing of the Six MOAs was witnessed by senior officials from the Departments of Foreign Affairs (DFA), Interior and Local Government (DILG) and Finance (DOF), the National Economic and Development Authority (NEDA) and the Embassy of India, Manila. Local Mayors of the recipient LGUs were also present at the event, namely Hon. Mayor Pablito Benjamin P. Maggay II of Cervantes (Ilocos Sur), Hon. Mayor German A. Caccam of Basco (Batanes), Hon. Mayor Orlan A. Calayag of Dolores (Quezon), Hon. Mayor Jeserel T. Templonuevo of Numancia (Aklan), Hon. Mayor Reny A. Celespara of Bobon (Northern Samar), & Hon. Mayor Judith V. Miquiabas of Bacolod (Lanao Del Norte).

Following the signing of the 6 QIPs, the projects will now be implemented within the time frame indicated in the respective MOAs (maximum 1 year) by the respective LGUs. More such QIPs will be undertaken with full Indian funding support and technical assistance, if and when necessary and feasible, every year for the next 5 years. 

The Bilateral Agreement and the Signing Ceremony is a testament to India's growing development partnership with the Philippines with focus on people-centric projects with socioeconomic impact based on the priorities and needs of the Philippine Government.
