4th India-Philippines Joint Consular Consultative Meeting (JCCM)




1. The 4th India-Philippines Joint Consular Consultative Meeting (JCCM) was held in Manila on 12 April 2024. The Indian delegation was led by Secretary, Consular, Passport, Visa and Overseas Indian Affairs (CPV & OIA) Shri Muktesh K. Pardeshi and the Philippines side was led by Department of Foreign Affairs (DFA) Under Secretary for Civilian Security & Consular Affairs Mr. Jesus S. Domingo. 

2. During the 4th JCCM, the two sides comprehensively discussed and reviewed all consular matters of mutual interest, including e-Visas, Bilateral Agreements (MLAT, SSA, TTSP), issues related to students, community welfare interalia with the aim of deepening people to people ties between the two friendly countries. The last (3rd) JCCM was held in Delhi on 28 Feb 2017. 

3. On 11 April 2024, Secretary, CPV & OIA met the DFA Under Secretary for Migrant Workers Affairs Mr. Eduardo Jose A. de Vega and held delegation-level fruitful exchange of views as well as sharing of experience and best practices on Diaspora welfare, management and engagement. Later in the day, the Indian delegation visited the Commission on Filipino Overseas (CFO) and Technical Education and Skills Development Authority (TESDA) (including PRC) for gaining first hand understanding of skilling, orientation and capacity building programs of the Philippines Government for Overseas Filipino Workers (OFWs) interalia. The Indian side also shared India’s rich experiences in the field. 

4. During the visit, Secretary CPV & OIA interacted with members of the Indian Diaspora representing Businesses, Women Entrepreneurs, Indian Associations, Professionals, Students among others and discussed consular and other community welfare related matters. The delegation also visited the Consular Office of the Embassy in Bonifacio Global City (BGC) in Manila to take stock of the Consular, Passport & Visa facilities and services.
